Spring 2024 Card Brand Updates
This notice is to inform you that effective April 2024, qualification criteria categories may be changed.
Visa
Visa Commercial Assessment Fee:
Effective with your April 2024 Statement, Visa is introducing a Commercial Assessment Fee of 0.01% that will apply to all U.S. acquired POS volumes from transactions made with Visa Business Solutions Products.
Visa High Integrity Risk Fee:
Effective with your April 2024 statement, Visa will introduce a High Integrity Risk Fee of $0.10 for each card not present transaction processed in the following high risk MCC Codes: 5967 (Direct Marketing), 7273 (Dating Services), and 7995 (Betting, Lottery Tickets, Casino Gaming Chips).

Effective with your April 2024 statement, Visa will introduce a High Integrity Risk Volume Fee of 0.10% to card not present volume processed in the following high risk MCC Codes: 5967 (Direct Marketing), 7273 (Dating Services), and 7995 (Betting, Lottery Tickets, Casino Gaming Chips).
Visa Account Name Inquiry Fee:
Effective April 2024, Visa is increasing the existing Visa Account Name Inquiry Fee from $0.05 to $0.10 for each account name inquiry performed as part of a zero-amount account verification transaction.
VI-AP Partial Auth NP Tran Fee:
Effective April 2024, Visa is implementing VI-AP Partial Auth NP Tran Fee of $0.01 for split tender partial authorizations beyond the required MCCs: 4121(Taxicabs and Limousines), 5552(Electric Vehicle Charging), 5399(Miscellaneous General Merchandise), 5812(Eating Places and Restaurants), 5411(Grocery Stores and Supermarkets), 5814(Fast Food Restaurants), 5499(Miscellaneous Food Stores—Convenience Stores and Specialty Markets), 5912(Drug Stores and Pharmacies), 5541(Service Stations (With or without Ancillary Services)), 5999(Miscellaneous and Specialty Retail Shops), 5542(Automated Fuel Dispenser).
Visa Merchant Response <20 SMS:
Effective April 2024, Visa is adding the Visa Merchant Response <20 Days SMS fee at $1.05. This fee is assessed per item when the merchant responds to a dispute within 20 days of receiving the preceding dispute questionnaire with a response indicating a credit has been issued, merchant has provided compelling evidence, or the merchant has provided a rebuttal.
Mastercard
MC-MOTO Domestic Fee & MC-MOTO Cross Border Fee:
Effective with your April 2024 statement, Mastercard is introducing a new mail order/telephone order fee of 0.015% on all U.S. cleared transactions defined as mail order/telephone order transactions.
Processing Integrity Fee- Message Format Error:
Effective with your April Statement, Mastercard is introducing a Processing Integrity Fee of $0.04. This program aims to identify unfavorable transaction processing behavior that may erode the effectiveness of the network and drive positive processing behavior change, resulting in a more seamless network experience for all parties involved.
MC-NTWK Access Auth Fee Non-US & MC-NTWK Access Settle Fee Non-US:
Effective with your April 2024 statement, Mastercard will extend the Network Access and Brand Usage Fee (NABU) of $0.0295 to apply to non-domestic authorizations, non-domestic collection-only and non-domestic refund/credit transactions.
Mastercard Digital Enablement Maximum:
Effective with your April statement, Mastercard is increasing the existing Digital Enablement Pricing for card not present transactions greater than or equal to $1000 from a $0.20 maximum fee to a new fixed rate of $0.40.
Mastercard Assessment Fee:
Effective with your April 2024 statement, Mastercard is increasing Dues & Assessments from 0.13% to 0.14% for transactions less than $1000.
Mastercard Assessment Fee ≥ $1000:
Effective with your April 2024 statement, Mastercard is increasing Dues & Assessments from 0.14% to 0.15% for transactions ≥ $1000.
Mastercard Refund Request Rsp MC:
Effective April 2024, a Mastercard Refund Request MC - DMS Operational Fee will be assessed for a Mastercard refund request at the same rate as the Chargeback Fee. This fee is initiated when Fiserv receives the response from the merchant for anything other than they are rejecting processing the credit to the cardholder.
Mastercard Incoming Refund Request:
Effective April 2024, a Mastercard Incoming Refund Request Operational Fee will be assessed for an incoming refund request at the same rate as the Retrieval Fee. This fee is initiated when Fiserv receives the incoming refund request and sends it to the merchant.
Interlink
Issuer Will Never Approve-Reattempt:
Effective April 13, 2024, Interlink will assess a $0.10 fee for each subsequent authorization attempt following an initial decline response from the issuer that the transaction will never be approved. Interlink will also apply this $0.10 fee for excessive authorization reattempts by a merchant after 15 reattempts of the same transaction within a 30-day period.
Interlink EMV Fallback Fee:
Effective April 13, 2024, Interlink will assess a $0.10 fee for each transaction processed at a chip-enabled terminal that involved a chip-enabled card that was instead processed as a magnetic swipe transaction.
Interlink Magnetic Stripe Contactless Fee:
Effective with your April statement, Interlink will implement a $0.10 fee for each magnetic-stripe data contactless transactions (POS Entry Mode 91) to support the migration from magnetic-stripe data (MSD) contactless transactions to the EMV®-Based contactless functionality.
